LCC Meeting Part 2: Flood Inquiry Report released todayThe Lismore Workers Golf Club in East Lismore.

During part two of the monthly Lismore City Council meeting last night, Mayor Steve Krieg let it be known that the Flood Inquiry Report that our community has been holding out for will be released today.


No details were given as to the time the Premier will release details of the report. The Lismore App will have a full report when the details are known.



At last night's meeting, it was decided to not include the Lismore Golf Club in East Lismore as a possible option for medium-density housing and some commercial businesses.


Councillor (Cr) Rob put forward a motion that no further action be taken on the site because it was deemed unsuitable for temporary emergency housing by Minister for Flood Recovery Steph Cooke and Northern Rivers Construction CEO David Witherdin so why would it be suitable for long-term options.


"As far as I'm concerned it's got massive incline, environmental issues, heaps of koalas, it's got a detention basin there, it's got flood issues, there's flood issues at the main intersection of the bottom of the hill," Cr Rob explained.


Cr Jensen supported Cr Rob's motion saying, "It's the actual park area and the fact that it's an animal corridor as well, as it gives people the right to walk their dogs and have a little bit of a break."


Surprisingly, Cr Ekins spoke against the motion because during part one of the council meeting last week, councillors agreed to put a discussion paper on public display for comment which included the golf course.


"It might be suitable for a master plan site somewhere in there that takes into account the green space, takes into account the animal coridoors and also takes into account the flooding issues down stream."


Cr Ekins explained that council staff advised the Lismore Gold Course can be used as an area that could hold back flood waters onto Wyrallah Road.


Fellow Green Cr Guise appeared to speak against the motion but ended voting for it.


"I am interested in seeing what the people who have put forward these ideas in terms of tangible designs to such a proposal. What it means in terms of medium density, whether it's going to be mixed residential and commercial and the scale of it. Whether it's going to take up a small segment of the golf course or whether it's going to cover the entire golf course."


Cr Bird added to the list of people speaking against it when she said "We are here to listen to what the community has to say" and "All options should be on the table".


Mayor Krieg said he had played 9 holes and described it as a "beautiful golf course" but "All options need to be on that table. You know this is a 35-hectare crown land close to the CBD. We can't just dismiss it."


Once Cr Rob had his right of reply, the vote was 5/3 in favour of not considering the Lismore Golf Course for future development. However, it will still be included as an option when Council's Housing Strategy goes on public display, this was agreed to during part one of last week's council meeting. It will have a caveat that includes the results of the vote of this motion.


Clear as mud.



In other matters, Lismore Council briefing and workshops will not be streamed live as proposed by Cr Guise just like LCC's monthly meetings. It could be summed up by Cr Gordon who said "People just don't care".


The Lismore Outdoor Dining Policy was adopted so look out for more outdoor options as the weather warms up in Spring.


The Mayor and Councillors voted unanimously to not give themselves a pay rise and will stick to what is in the current budget.


All councillors will be involved in the recruiting process of the new General Manager (GM) after an alternative recommendation by Cr Guise. Initially, it was proposed that the Mayor, Deputy Mayor and one other Councillor plus a member of the public be on the panel to determine the Top 10 candidates, however, after the motion was discussed, all eleven councillors will have the option to be involved if they so wish.


Current GMr John Walker was named as temporary GM following the sacking of Michael Donnelly in February. Mr Walker will have to go through the recruitment process when the process begins.


The word 'trust' was thrown around the chamber during this debate but one only has to think about John Walker being the third General Manager in 18 months and the controversial and expensive sackings of former GM Shelley Oldham and Michael Donnelly to realise that trust depends on which side of the fence you are on.


There was some good news for business development in the next two years when councillors voted to waive the Council's infrastructure contributions for any change of use of an existing commercial premises. This could mean that any tenant who was waiting for their commercial landlord to rebuild a flood-affected building can now move to another location with no contribution fund payable to LCC. This also applies to people wanting to open a new business in a rebuilt location. The saving in contribution funds could be above $10,000.


The next Lismore City Council meeting will be held on Tuesday, September 13.
