Ballina Shire Council is inviting Expressions of Interest (EOI) from eligible organisations to license and operate the Tip Shop (known as the Salvage Shed) from 1 July 2026, when the current licence ends on 30 June 2026.


The Tip Shop, located at Council’s Resource Recovery Centre, is an important part of our commitment to sustainable waste management. It promotes reuse, reduces landfill, and delivers real social and environmental benefits for the Ballina Shire community.


To be eligible, applicants must be (or able to become) a:

  • registered charity
  • not-for-profit organisation
  • community service association, or
  • benevolent profit-for-purpose entity.



Council is seeking a partner that shares these values and can deliver a high-quality, community-focused reuse facility.


Licence details


Term: Five years, with an optional five-year extension at Council’s discretion.


Cost: The successful applicant will receive the licence at no cost but will be responsible for utilities and any approved alteration costs.


EOI documents are available via Council’s VendorPanel Tender Portal. Submissions must be lodged through the portal by 2pm Friday, 31 October 2025.


Following the closing date, Council will review submissions and may enter into direct negotiations or a selective procurement process.
