As the Lismore Labor lead candidate, he is determined to stand up for the many, not just the few.


Here’s why Harper and Lismore Labor are working to be elected to Lismore City Council and represent you for the next four years:


Passion for Social Justice: With more than ten years experience in the Community Services sector and a Masters degree in Social Work, Harper knows the importance of a fair, equitable council that stands by its people, whether ratepayers, renters, business owners, youth, older people and everyone in between. ‘We need a council that is there to represent all of our community!’ says Harper ‘The Labor team will work for what’s important and make sure the voices of our community are heard and represented in council chambers.’ 


Advocate: Harper proudly supports Janelle Saffin, our local member for Lismore, who works tirelessly, getting things done and consistently delivering for our region. He will work diligently to ensure Lismore receives its fair share of government funds for roads, drains and flood recovery. As a councillor, Harper will vote to protect our precious environment while striving for appropriate land development for much-needed housing, industry, business, education and health services. 


Community Roots: Harper comes from humble roots and was raised by his grandparents. He understands the struggles faced by everyday people and strives to ensure that we have a community where everyone is included, feels safe and that their voices are heard.


What are the THREE most critical issues Lismore is facing this term, and how will you help solve them?


Flood Preparedness and Long-Term Planning: Lismore has faced significant challenges with flooding, and it's clear that short-term solutions aren't enough. We need a comprehensive, long-term plan that goes beyond just mitigating immediate risks. This includes carefully phased strategies like relocating homes from high-risk areas, supported by state and federal funding. We’re also anticipating valuable insights from the CSIRO’s 2025 findings, which will suggest tailored flood mitigation options. We must also focus on flood preparedness and how we, as a city, can raise flood awareness within our local community and for people moving to the area. 


My aim is to ensure that the people of Lismore can live with confidence, knowing that their future—and their children’s future—is secure in this city. 


Economic Revitalisation with a Focus on Supporting Local Businesses: Lismore’s economy is the backbone of our community, and it’s vital that we support our local and small businesses. These businesses are the lifeblood of our city, offering jobs, services and a sense of community. As Mayor, I’ll prioritise economic revitalisation that encourages entrepreneurship, attracts investment, and strengthens our CBD, industrial areas, and surrounding villages. 


We have first-class facilities for major events and festivals that, along with Rail Trail, can provide local businesses with an opportunity to benefit and expand- if we support them. Our vision is for Lismore to be the thriving heart of the Northern Rivers, a place where businesses of all sizes can flourish and contribute to a vibrant, sustainable economy that prioritises and awards smart flood design, meaning impacted businesses are back trading as soon as possible, reducing the impacts on them and to the wider community reliant on the services provided. We have a lot on offer in Lismore, and we can be a world leader in how we move forward and adapt after great challenges. 


Community Wellbeing and Strong Services: The strength of Lismore lies in its people. We need to ensure that every member of our community has access to the services they need, from affordable housing and the services they need. My leadership will focus on expanding these services through strong advocacy to ensure they are accessible to everyone. Housing, transport, health (including mental health), safe streets, and access to open space, libraries and cultural experiences are not the sole responsibilities of council, but they all combine to make a healthy connected community. We’ve been through a lot in Lismore. It’s time to build on our experiences to support every resident, ensuring no one is left behind. This includes continued advocacy to the State and Federal governments for Lismore’s share of funding for the important services we need.


What difference would you make as the Mayor of Lismore?


If I am elected as Mayor, I will dedicate all my time and effort to the role. I believe that being the Mayor should be a full-time commitment, and I will step away from my position as a Social Worker to fully focus on serving the community in this new capacity.


Secondly, as Mayor, I would bring a deep commitment to our community’s well-being, backed by a clear, long-term vision for Lismore’s future. I’ve lived through the challenges with you, and I understand what it takes to lead in difficult times. My leadership will be hands-on, transparent, and focused on turning the community’s needs into actionable policies. I’m committed to making Lismore a place where people feel secure, valued, and optimistic about what lies ahead. Together, we can build a Lismore that’s strong, prosperous and a true heart of the Northern Rivers.


Where do you want Lismore to be in four years’ time?


In four years, I see Lismore as a city that’s thriving on all fronts—a place where flood risks are managed effectively, where our local businesses are strong and growing, and where the community feels supported and connected. I envision Lismore as the beating heart of the Northern Rivers, leading by example in sustainability and forward-thinking. With the right planning and leadership, we can ensure that Lismore is not just a place to live but a place where people want to build their lives, raise their families, and invest in their futures.
